The Regional Operational Program is one of the Romanian Operational Programs agreed upon with the European Union and an instrument meant for implementing the national strategy and the regional development policies.

It is a national program with regional implementation which takes into account the development specifics (RDP) of each development region in Romania.

The general objective of Regio - Regional Operational Program consists of "supporting and promoting local sustainable development from both the economic and social perspectives in the Romanian regions by improving the infrastructure and business environmental conditions which support the economic growth". This means that the Regio Operational Regional Program focuses on reducing economic and social development disparities between the more developed and the less developed regions.

Regio - The Regional Operational Program in Romania is funded by one of the Structural Funds of the European Union - European Regional Development Fund (ERDF). It supports the EU regions that have a GDP per capita below 75% of the European average.

The total budget allocated to ROP is of approximately 4. 4 billion Euros in the first 7 years following to accession (2007-2013). EU funding represents approximately 84% of the ROP budget. The remaining amount is provided by national funds, public co-funding (14%) and private co-funding (2%).

Fund allocation is carried out on the priority axes of the Regional Operational Program. Each priority axis has a budget allocated and it comprises a number of key areas of intervention which focus on achieving development objectives.

2007 - 2013 European Union Structural Funds

 

The Structural Funds are financial instruments managed by the European Commission whose objective is to grant support at structural level. The financial support of the Structural Funds is intended mainly to less developed regions with the objective of strengthening economic and social cohesion in the European Union.

The Structural Funds concur to 3 strategic objectives of the European Union Economic and Social Cohesion Policy:

  1. Converging or reducing development disparities between the regions. The European Regional Development Fund (ERDF): transportation investment, creating new jobs, projects for local development, entrepreneurship. The member states may request funding for the regions that have a GDP per capita below 75% of the European average. ERDF co-funds the Regional Operational Program of Romania
  2. Regional competiveness and employment. The European Social Fund (ESF): promotes the integration of unemployed and disadvantaged groups on the labor market by funding training measures and recruitment and assistance systems. ESF co-funds the "Human Resource Development" and "Administrative Capacity Development" Operational Programs in Romania. The member states may request co-funding for the regions that are not eligible for the Convergence objective.
  3. European territorial co-operation. The Cohesion Fund (CF): supports the less prosperous Member States of the European Union that have a Gross National Product (GNP) per capita below 90 % of the community average. CF co-funds the "Transportation" and "Environment" Operational Programs in Romania
